This is SO AWESOME! I love the way you've woven the bits from Percy's canon story into this and shown him looking back with a change of heart. And I think your description of how people would feel about the Ministry after the war is right on. And I love the tone of the whole thing, how I can tell that Percy feels terribly guilty but he's also trying to move on and see the hope in a new school year.
